"The Pirate Party is more like a movement"

IDP's 3rd programme day
focused on the political system
of the Federal Republic
Not only in the Horn of Africa do pirates represent a challenge for German politics. By finding their way into several "Landtage", the Pirate Party is shaking the German party system at the domestic level. How politics is reacting to these challenges was one of many topics discussed by the 4th International Diplomats Programme.

Piracy was a topic throughout the day. At the Federal Ministry of Defence the group talked about the Atalanta mission off the Horn of Africa, among other things.. The Bundeswehr is part of the international fight against piracy there. Brigadier General Wiermann emphasized that to be successful and sustainable, an operation must integrate crisis prevention, including, for example, security reforms.  He added that these sustainable approaches are part of a new German security policy in the global age. In the afternoon, the group again dealt with the Atalanta mission. While visiting the German Bundestag, a vote concerning extending the mission to the mainland was just taking place.

2nd High Level Expert Programme Ukraine ended successfully

“Everything was excellent!”, was the conclusion after the all too short weeks of the training programme for 20 young Ukrainian leaders from many different fields, such as diplomacy, law, the military and the economy.

Just as diverse as the fascinating spectrum of professional backgrounds of the 20 “high level experts”, was the thematically multifaceted composition of this years Ukraine Programme: the 3-week visit of the Ukrainians enabled not only first glimpses into the duties and actvities of the Federal Foreign Office, but also, through a broadly-disciplined range of seminars, room for exciting discussions on various topics like bilateral relations with Ukraine or European security, migration, environmental, or economic policy.

The 35th International Executive Seminar in retrospect

As the 17 participants of the 35th International Executive Seminar for German-speaking diplomats from Asia, Africa, Latin America and Europe came to Berlin in the beginning of February, the temperature was bitterly cold. However, in the course of the nine-week programme, spring soon arrived and the group of young foreign diplomats also began to thaw. They participated with great vigour in the interactive seminars on negotiation training, conflict mediation, public speaking for diplomats and in the debates at the European Academy Berlin and the German Council on Foreign Relations. Just as engaged, they debated with the professors for the seminars on history, state and international law, international economic policy and diplomatic reporting, as well as international protocol. The geographical diversity of the countries of origin made it possible for them, in addition to getting to know the German perspective, to have a fruitful exchange of views above and beyond country borders.

“A unique degree of autonomy”

Stuttgart, Karlsruhe and Freiburg were the destinations of the Diplomatenkolleg’s third study trip to Baden-Württemberg. A highlight of the trip was the visit to the Federal Constitutional Court. In a discussion with the visiting diplomats, Prof. Susanne Baer, a judge within the first senate, said the Court stood out for enjoying “a unique degree of autonomy”.

The trip began with a visit to the Robert Bosch Foundation, which together with the Federal Foreign Office initiated the Diplomatenkolleg in 2006.

Things a book could never teach them

In the first ever incarnation of this seminar, 18 young diplomats from seven countries in the Western Balkans are currently spending six weeks living and learning together in Berlin. “Towards a Common Future” is their theme.

The intensive programme these young diplomats are undertaking is run under the auspices of the Federal Foreign Office’s Training for International Diplomats. Their timetable includes rhetoric seminars, lectures on foreign policy, exchange with non-governmental organizations, trips to German and other European cities, and a German language course. They put what they learn into practice using role-play and simulated situations.
